He has the ability to make a complaint. I recognise that this is a difficult issue. In the overwhelming majority of cases, we want people to be given a full explanation of what has happened and what has gone wrong. We recognise that sometimes in these circumstances there can be difficult issues, particularly where the applicant may not be the patient. There can be issues concerning what is revealed from medical records. What we are seeking is some capacity for people to do the right and proper thing as well as to give full explanations in individual cases.
