I support the noble Earl, Lord Howe, in his question to the Minister. The Minister said that I had almost given the Chief Medical Officer the attribute of sainthood. However, one of the reasons that many of us on both sides of the Committee were so impressed by what the Chief Medical Officer had to say was precisely because he did not think that this matter should be about tort. Instead, it should be about changing the culture of the NHS so that one looks at mistakes and negligence in a very different way to the tort-based approach. Therefore, we on these Benches lend our support to what the noble Earl has to say.
