NHS Redress Bill [HL]

Proceeding contribution from Lord Warner (Labour) in the House of Lords on Monday, 21 November 2005. It occurred during Debate on bills and Committee proceeding on NHS Redress Bill [HL].
Does the noble Baroness accept that we have a totally different system, certainly for GPs, to provide against liabilities in relation to their conduct from that which applies in hospitals? At the least would the noble Baroness accept that we have to take account of the fact that they have these insurance provisions which are different in kind from the arrangements that apply in hospitals? It would be as well to ensure that we do not come forward with legislation that does not take account of those different technicalities, but that takes account of a full discussion with the Medical Defence Society and the Medical Protection Society so that we can get the legislation right. Rushing into it in this way is likely to mean that we end up with defective legislation if we are not careful.
