: The hon. Gentleman has made some interesting points about care in institutions. On a slightly wider point, if a worker registers with a private agency, performs badly and is asked to leave, they can register with another agency and, provided that they do not have a disciplinary record, continue to work with people. Does the hon. Gentleman agree that the issue goes wider than rights in care homes?
