: My hon. Friend the Member for South Staffordshire (Sir Patrick Cormack) raised a perfectly fair point about the need for the commission to establish credibility. Does my hon. Friend the Member for Epping Forest (Mrs. Laing) agree that, in its dealings with individuals and organisations, the commission should be guided by a very simple principle, namely that it should be the friend of the willing but uninitiated, and the foe of the wilfully non-compliant and incorrigibly discriminatory?
