Noble Lords have been very persuasive on this point. I have changed my mind. I shall take it away because there may be some potential for the inappropriate use of such powers to dominate the actions of an association. Obviously we do not see this as a power to be used lightly and in any case there probably needs to be some form of last-resort power. However, we need to think about it a little more. Furthermore, if we did use such a last-resort power, its exercise would be subject to judicial review. However, that is not an answer to every issue that is raised. Given that, we think that the matter needs to be considered further.
