I too should like to express my concerns about Clause 33(3). It is a point that I raised in my remarks at Second Reading. It does seem peculiar that, having instituted these associations, a minority which enjoys substantial support can go to the national authority to ask for an association to be formed—the constitution of which is laid down in standard terms and the functions of which are quite clearly defined—but finds that anything it seeks to do can be overruled by the national authority without so much as an argument or even any discussion. Attention needs to be paid to this matter, otherwise there will be no chance that commons associations will be set up.
