The noble Baroness said: Government Amendment No. 183 implements a recommendation of the Delegated Powers and Regulatory Reform Committee that the Bill should state or require an establishment order to secure that no rule can be specified as one which it is an offence to contravene unless the Secretary of State or the National Assembly has agreed. We have decided to make this provision on the face of the Bill and it is achieved by this amendment to Clause 32(2), which requires the prior approval of the appropriate national authority to any rule made by an association where the breach of that rule results in a criminal offence being committed.
I shall speak to Amendment No. 184, which is grouped with Amendment No. 183, after it has been spoken to by the noble Baroness, Lady Byford. I beg to move.
