I am grateful to my noble friend for tabling the amendment. The Bill as drafted seemed a little odd and his Amendment No. 182A strikes the right balance. Perhaps I will return to some of the drafting points at a later stage, but, on balance, the amendment serves its purpose and I am grateful to my noble friend for bringing it forward.
