I am not quite sure whether the Minister has finished his remarks, but could he answer the point raised by my noble friend Lord Lyell and myself: what if the person who is not disclosing the information is either someone who does not hold the driving licence or a body corporate? While he is about it—the noble Lord talks about the perverse incentive—what if the offence was someone driving 150 miles per hour along a motorway, for which a court would ban a driver automatically. Surely the six points then becomes too low. I am just concerned about where the six comes from.
