The noble and learned Lord, Lord Lyell of Markyate, has drawn attention to the innocent victim. As the noble Baroness, Lady Gardner of Parkes, said, the police do go round and not only that, they send reminders about the form. Therefore, if it can be ignored once it is unlikely to be able to be ignored twice.
