My Lords, I am grateful to the noble Lord, Lord Phillips, for that intervention. He took the words right out of my mouth. I was going to ask the Minister exactly the same question. I am delighted to hear that assurance. I accept the Minister’s argument about the problem of consequential amendments if this different approach was adopted. I am bludgeoned to death on this matter.
