Will the Minister answer one other point? I apologise for intervening again. The order specifically states that the pavements of Trafalgar Square are excluded from the designated area, as distinct simply from Trafalgar Square. Do the pavements include the large paved area in front on the National Gallery, or do they include only the kerbs?
