The noble Lord raises an important point about the convention, but I do not think that I can deal with that specifically under this amendment, which is about the way in which the body would be set up. Perhaps the noble Lord, Lord Campbell of Alloway, and I can discuss the point he raised in more detail on other occasions, probably during the passage of the Bill.
