Road Safety Bill [HL]

I was not talking about negligent driving—that is the phrase of the noble Earl, Lord Dundee—I was talking about careless driving. That is the basis of the consultation paper and the framework within which we are considering these issues. But all factors will be taken into account and I can reassure the Committee that the Government are bent upon action.
