I wish to be absolutely clear. Is the Minister saying that the present statutory instruments allow a local traffic authority, if it wishes, to erect signs within an area where there are street lights or put them on the road surface, as the noble Baroness, Lady Gardener of Parkes, said? Is it advisory, whereby the authorities can do that, or are they prohibited from doing that? If that were the case, we would seek to move an amendment that would allow them to do that if they wished.
