I can help the noble Baroness on that point. At the moment, if a community has street lighting, it automatically has a speed limit. So, in the scenario to which the noble Baroness referred, I cannot imagine a situation where a large settlement would have flats and so on but would not have street lighting. At the moment, if a community has no street lighting, the default speed limit is 60 mph, regardless of how big it is.
