I am grateful to my noble friend for what he said. Does he agree that Section 87 of the Road Traffic Regulation Act provides that the speed limits do not apply to motor vehicles being used for police purposes? What is a police purpose? Going to a meeting is clearly a police purpose, but the officers attending jolly well should not be speeding. The problem is that the provision is very widely drawn.
