For the avoidance of doubt, the noble Earl, Lord Ferrers, is right to say that slowing down to obey the speed limit when people reach the camera is better than if they carried on at the same speed. That is 50 per cent better than not slowing down at all, but is not as good as keeping to the speed limit all the time, whether there is a camera there or not. That is what one should do to obey the speed limit law.
