I thank my noble friend for his reply, particularly regarding the consultation that is taking place. If I was in the Government’s position, I would not allow any graduated points system. It opens the courts up to more time spent on fighting the penalties. If someone is just on the cusp of a particular limit, he will take it to court and occupy court time. I mentioned that at Second Reading. I am not all that happy, but I beg leave to withdraw the amendment.
