I would not go so far as making it a requirement for all vehicles, but would suggest that it applies to all new vehicles immediately and after five years to all HGVs. The reason for that is that when the vehicle is operated by its second owner it is more likely to become involved in operations that are not reckless but where an accident is more likely to occur. Marks and Spencer is going up and down the motorway. The second operator is more likely to be involved in potentially difficult situations. I support the amendment.
