I find my noble friend’s explanation interesting. He is saying not only that the equipment can identify an individual’s breath but that it can accurately identify the amount of alcohol in his blood. If it is so accurate and its identification of the person is so unique, would it be useful in the identity cards that the Government propose, rather than some of the other criteria?
