My Lords, before the noble Lord moves on, perhaps I may press him on the last point. He said that it is a question of resources. I suggest that it is not simply a question of resources, but is also to do with the determination of the police to carry out their duties and responsibilities to solve the problem. As we know, there was a problem in a rural area of north Wales. It was solved because the chief constable was firmly committed to solving it, and he did so. I suggest that the reason it has not been solved in my part of the world is that there does not appear to be a willingness to do so.
