Merchant Shipping Pollution Bill [HL]

No one is saying that there should be further primary legislation. We are saying that if the compensation scheme was to be changed to an enormous extent and the UK was liable to pay extra money, Parliament should at least have some chance of commenting on it. We certainly do not support primary legislation but we do want to know how far Parliament will be involved later on. We agree that there should not be primary legislation—as the noble Baroness said, the government of the day, which could be any government, would want to act quickly—but Parliament should obviously know about it and be able to comment.
