Merchant Shipping Pollution Bill [HL]

What we have just heard was articulate, but misconceived, because the Government have an obligation to adhere to any international agreement relating,"““to compensation for oil pollution from ships””." We should not have to wait for primary legislation to that effect. I do not believe that the Opposition would adhere to that view, either. If the noble Lord, for whom I have a great regard, would kindly withdraw what he has just said, the Committee would be much the wiser.
