Perhaps it would help if I explain that it applies across all departments. There are meetings with the Minister and officials on major legislation that are open to all Peers. That pattern occurs right across. That happens when there is a major Bill. The meetings are set up on an all-party basis. Were Ministers to offer meetings to individuals from the Cross Benches, Back-Benchers from the three other parties, who do not always agree with their Front Benches, would demand such meetings and the Ministers would never be able to do anything at all.
