I too identify myself with the remarks of the noble Lord, Lord Glentoran, on the presentation made by the Minister on this order. Perhaps due to my own incompetence, for which I apologise, I would like to have been briefed by the department’s officials this morning. It might have saved a lot of time. I feel that that exercise would be extremely useful. I am surprised it has been offered to other noble Lords but it does not seem to have been offered—
