: Perhaps my right hon. Friend’s assiduous reading of the Select Committee evidence did not include the supplementary memorandum submitted by the centre for rural economy at the university of Newcastle, which points out that the Environment Agency was not originally included in Lord Haskins’s first examination of rural delivery.
