The Speaker has certified, for the purposes of Standing Order No. 83J, and on the basis of material put before him, that, in his opinion, clauses 1 to 33, 35, 37, 40 to 62 of, and Schedules 1 to 28 and 30 to 32 to, the High Speed Rail (West Midlands - Crewe) Bill (Bill 6) relate exclusively to England and are within devolved legislative competence, as defined in Standing Order No. 83J.
