The Speaker has certified that, for the purposes of Standing Order No. 83O, and on the basis of the material put before him, that, in his opinion and in accordance with Standing Order No. 83O(2), the following Motion relating to Lords Amendments to the Higher Education and Research Bill relate exclusively to England and Wales and is within devolved legislative competence, as defined in Standing Order No. 83J: Motion to agree to Lords Amendments 140 and 141.
