The Speaker has certified, for the purposes of Standing Order No. 83O, and on the basis of the material put before him, that, in his opinion, in accordance with Standing Order No. 83O(2), the following Motion relating to the Lords Message on the Housing and Planning Bill relates exclusively to England and is within devolved legislative competence, as defined in Standing Order No. 83J: Government Motion to disagree to Lords Amendment 47E.
