The Speaker has certified, for the purposes of Standing Order No. 83J, and on the basis of material put before him, that, in his opinion, Clause 79 of the Energy Bill [Lords] (Bill 92) relates exclusively to England and Wales on a matter within devolved legislative competence, as defined in Standing Order No. 83J.
